The general rule

If you miss Open Enrollment, you usually cannot buy a new ACA marketplace plan until the next Open Enrollment window, unless you qualify for a Special Enrollment Period. This is by design, to keep people from waiting until they are sick to buy coverage.

A qualifying life event can open a Special Enrollment Period, letting you enroll outside the normal window. You typically have about 60 days from the event.
